Montenegro is actively pursuing an energy transition aimed at reducing its reliance on imported electricity through the expansion of renewable energy sources. This initiative is seen as crucial for enhancing energy security, stabilizing electricity supply, and aligning with European climate policies. Policymakers and analysts agree that increasing the share of renewable generation is essential for the country’s energy future.
The electricity system in Montenegro has traditionally depended on a few large generation facilities, primarily hydropower plants such as Piva and Perućica, alongside the Pljevlja thermal power plant. While favorable hydrological conditions can allow the country to meet most of its electricity demand domestically, periods of low water inflow often lead to increased electricity imports.
This variability in hydropower production has prompted government efforts to diversify the energy generation mix. By incorporating more renewable sources like wind and solar power, Montenegro aims to stabilize its electricity supply and mitigate risks associated with fluctuations in both hydrological conditions and international power markets.
Energy analysts highlight that Montenegro possesses significant untapped energy resources. Economic analyst Predrag Zečević points out that the country has substantial hydropower resources and coal reserves that remain underutilized. He advocates for a focus on maximizing existing hydro and thermal capacities while gradually integrating renewable technologies.
Currently, approximately 70 percent of Montenegro’s electricity demand is satisfied by low-carbon sources, predominantly from hydropower. This existing renewable foundation offers a robust basis for further decarbonization efforts within the energy sector.
In parallel, the government is working to establish regulatory frameworks that promote investment in renewable energy projects. Matija Medojević, state secretary at the Ministry of Energy, noted that essential legislative measures for renewable energy development have been enacted. The government’s reform agenda now emphasizes strengthening this framework to create a stable environment conducive to attracting investment in new energy initiatives.
This regulatory modernization aligns with Montenegro’s ambition to meet European Union standards. As a candidate for EU membership, Montenegro is progressively adopting EU energy legislation, which encompasses policies related to renewable energy development, energy efficiency, and carbon reduction.
Recent studies suggest that expanding solar and wind projects could significantly boost domestic electricity production while ensuring environmental sustainability. The country’s geography is favorable for both technologies, featuring strong wind resources in coastal and mountainous regions as well as high solar irradiation levels across much of its territory.
The development of these resources is crucial for decreasing dependence on electricity imports. Historically, during years with low hydropower output, Montenegro has relied heavily on imported electricity to fulfill domestic demand, exposing its economy to price volatility in regional power markets.
By enhancing renewable generation capacity, policymakers aim to improve energy independence and create a more resilient electricity system capable of meeting demand even during adverse hydrological conditions. This expansion could also enable Montenegro to export surplus electricity during periods of high generation, thereby strengthening its role in regional energy markets.
The overarching goal of Montenegro’s energy strategy is to integrate multiple complementary sources of electricity. Hydropower will continue to serve as the backbone of the system, while thermal generation will provide stability and baseload capacity. Wind and solar projects are expected to contribute an increasing share to future electricity production.
This diversified approach addresses challenges faced by smaller energy systems. Countries with limited generation portfolios must navigate the balance between decarbonization objectives and energy security needs, ensuring that the transition towards renewable sources does not compromise the stability of electricity supply.
For Montenegro, expanding renewable energy sources represents both an environmental initiative and an economic strategy. By lessening dependence on imported electricity and bolstering domestic generation capabilities, the country aims to establish a more resilient energy system while aligning its policies with long-term European energy transition objectives.
