Montenegro recorded €63.36 million in capital expenditure in August, exceeding the planned amount by €37.49 million and the level recorded in the same month of 2025 by €38.81 million. The increase contributed significantly to the 23.71% annual rise in consolidated government expenditure, which reached €291.08 million. Total spending was also 18.36% above the planned level.
The monthly budget deficit stood at €2.50 million, equivalent to 0.03% of estimated GDP. The result came despite stronger revenue collection, with total source revenue reaching €288.58 million, up 10.98% year on year, although 2.55% below the planned amount.
Tax revenue increased by 11.96% compared with August 2025, while excise revenue rose by 22.34%. Capital expenditure accounted for a substantial part of the deviation between actual and planned spending. The available fiscal figures do not specify which individual projects received the additional funding, or how the expenditure was distributed among transport infrastructure, public buildings, utilities and other investment categories.
The August figures therefore show a marked increase in the financial execution of Montenegro’s capital budget. Subsequent spending data will indicate whether this level of execution is sustained and whether the higher expenditure is accompanied by corresponding progress in the physical implementation of investment projects.
