A recent visit by a delegation from the European Bank for Reconstruction and Development (EBRD) to Montenegro underscored the critical need for aligning investment efforts with structural reforms to facilitate the country’s long-term economic transformation. The discussions with Montenegrin officials focused on enhancing collaboration between the government and the EBRD, aiming to bolster economic modernization, competitiveness, and sustainable growth.
Officials from the Montenegrin government highlighted a new phase of cooperation with the EBRD, which seeks to connect increased investment activity with reforms that enhance institutional capacity and expedite economic convergence with the European Union. The objective is to create a more resilient economic model that can sustain growth while aligning Montenegro’s regulatory framework with EU standards.
Since 2006, the EBRD has been a vital international financial partner in Montenegro, funding projects that enhance infrastructure, energy systems, and private-sector competitiveness. Over this period, the bank has executed more than 100 projects in Montenegro, with total investments surpassing €1 billion across various sectors, including transport, energy, tourism, municipal infrastructure, and financial services.
The EBRD’s investment activity has surged in recent years. In 2025 alone, the bank committed €215 million across 18 projects in Montenegro, marking the highest annual investment volume since its inception in the country. Notably, nearly 47 percent of these investments were directed toward green transition initiatives, encompassing renewable energy development and modernization of energy infrastructure.
Among significant projects supported by the EBRD is financing for the Mateševo–Andrijevica section of the Bar–Boljare highway. This strategic transport initiative aims to enhance connectivity between Montenegro’s northern and southern regions and is part of the broader Trans-European Transport Network (TEN-T), expected to boost trade flows, tourism mobility, and regional economic integration.
The energy transition remains a major focus of EBRD’s collaboration with Montenegro. The bank has funded projects aimed at modernizing electricity infrastructure and improving grid reliability while expanding renewable energy capacity. A notable initiative includes a €35 million loan aimed at digitalizing Montenegro’s electricity distribution network to improve operational efficiency and facilitate greater integration of renewable energy sources.
In addition to infrastructure and energy projects, the EBRD places significant emphasis on strengthening Montenegro’s private sector. Through advisory services and financing programs in partnership with local banks, the bank supports small and medium-sized enterprises (SMEs). In 2025, over 220 companies participated in training programs designed to enhance business management practices and competitiveness.
This focus on private-sector development aligns with Montenegro’s economy, which heavily relies on services and tourism. International institutions have consistently stressed the importance of diversifying the economic base and enhancing productivity in sectors such as manufacturing and digital services. Strengthening private-sector competitiveness is deemed essential for achieving long-term economic convergence with the European Union.
Montenegro’s EU integration process is central to its transformation strategy. The country applied for EU membership in 2008 and began accession negotiations in 2012, positioning itself as one of the most advanced candidates from Western Balkan nations. As of 2026, Montenegro has opened negotiations on most policy chapters of the EU acquis and aims to finalize its accession within the next decade.
Achieving alignment with EU standards necessitates reforms across various policy areas including governance, competition policy, environmental regulation, and public administration. According to assessments by the EBRD, ongoing progress in these domains will be crucial for attracting foreign investment and enhancing economic resilience.
During their meetings with EBRD representatives, Montenegrin officials emphasized that integrating structural reforms with large-scale investment initiatives is vital for effective economic modernization. Infrastructure development, green energy investments, and digital transformation are expected to play pivotal roles in shaping Montenegro’s economic landscape moving forward.
The partnership between Montenegro and the EBRD reflects a broader strategic framework that links financial investment with institutional reform. By supporting projects that improve connectivity, promote renewable energy initiatives, and strengthen the private sector, the bank aims to assist Montenegro in establishing a more diversified and sustainable economy capable of full integration into European markets.
As Montenegro progresses toward EU membership, collaborations with international financial institutions like the EBRD are anticipated to remain crucial sources of investment and technical expertise. The discussions held with the EBRD delegation reaffirm that successful long-term economic transformation hinges not only on capital investment but also on effectively implementing reforms aligned with the European integration agenda.
