The recent unveiling of the Montenegro Energy Growth and Acceleration (MEGA) study has ignited significant debate regarding its influence on the nation’s energy policy. This analysis, developed through collaboration between international and domestic entities, aims to identify optimal sites for renewable energy initiatives. However, concerns have emerged about the study’s validity and its potential role in shaping official energy strategies.
The MEGA study was created by The Nature Conservancy alongside local environmental organization Eko Tim, in cooperation with Montenegro’s Ministry of Energy and Mining and the national investment agency, utilizing data from the Montenegrin Electricity Transmission System (CGES). The report is intended to pinpoint areas conducive to solar and wind energy development while minimizing environmental and social conflicts as Montenegro strives to enhance its renewable energy capabilities.
Critics, including the Civic Initiative “Save Brezna,” a grassroots organization representing residents from a northern village, have expressed strong disapproval of the study. They assert that the document contains significant methodological, factual, and procedural shortcomings, making it unsuitable as a foundation for national energy planning or spatial development. The initiative has raised issues regarding transparency concerning authorship and expert validation, which they argue undermines the study’s credibility.
Central to the controversy is a proposed energy hub and a 400 kilovolt substation in Brezna, which locals fear could have detrimental social and environmental effects. The initiative contends that the MEGA study appears to endorse pre-selected projects by categorizing them as low-conflict developments despite community opposition. Furthermore, they highlight potential conflicts of interest due to the involvement of CGES in data provision and past affiliations of key authors with national energy firms.
Opponents warn that implementing policies based on the MEGA study without thorough examination could jeopardize local economies, disrupt livelihoods, and diminish property values in rural areas reliant on agriculture and small-scale tourism. They have indicated their intent to pursue all available legal avenues to contest any decisions derived from the study if necessary.
In defense of the MEGA study, Eko Tim has dismissed allegations that it favors specific projects or locations. The NGO asserts that the analysis employs an internationally recognized “smart siting” methodology designed to consider various environmental, social, and economic factors when identifying suitable areas for renewable energy projects. They also claim that the study adheres to officially sanctioned grid plans and that information regarding authorship and methodology is accessible.
Proponents of the MEGA study argue that such analytical frameworks are crucial for strategic planning in Montenegro’s transition towards renewable energy. They emphasize that identifying low-conflict areas can facilitate investments in locations where development is more likely to proceed without significant community resistance.
