The wind park project Bijela in Montenegro has achieved a significant regulatory milestone by obtaining a “green permit” from the Environmental Protection Agency. This environmental approval confirms that the project has met the necessary requirements for an environmental impact assessment, allowing it to progress towards construction after several years of planning.
Located near Šavnik in northern Montenegro, the wind farm is designed to feature 17 wind turbines with a combined installed capacity of approximately 118.8 megawatts (MW). To facilitate the integration of this renewable energy source into the national grid, a new 110 kV transmission line will be constructed to connect the park to the existing infrastructure at the Brezna substation.
The approval of the green permit follows a series of regulatory steps, including urban planning and technical conditions established by the government earlier in 2023. In January 2025, developers were mandated to prepare an environmental study as part of the permitting process, which has now been successfully completed.
The project is being developed by Alcazar Energy Partners, a regional player in renewable energy. The total investment for the wind farm is estimated at around €200 million, with plans to expand Alcazar’s renewable investments in Montenegro to approximately €500 million by 2030. Ongoing discussions are also taking place with Montenegro’s national utility regarding a long-term power purchase agreement for the electricity generated by the park once it becomes operational.
Upon completion, the Bijela wind park is expected to generate clean electricity sufficient to power tens of thousands of households annually. This development will significantly enhance Montenegro’s renewable energy generation capacity and support national efforts towards decarbonization.
