Montenegro has included five healthcare infrastructure projects with a combined estimated value of €4.5 million in its proposed 2027 capital investment programme, covering facilities in Berane, Bijelo Polje, Mojkovac, Cetinje and Tivat. The largest planned allocation, approximately €1.1 million, is earmarked for the reconstruction of a pavilion at the Tivat Health Centre.
The proposed programme also includes around €994,000 for refurbishment of the emergency service at Bijelo Polje General Hospital. About €981,700 is planned for improvements to the maternity unit at the Clinical Hospital Centre in Berane. The Mojkovac Health Centre is allocated approximately €760,000 for planned works, while around €650,000 is proposed for the maternity unit at Danilo I Hospital in Cetinje.
The five projects remain within the proposed 2027 capital programme and are subject to final budget approval and subsequent procurement procedures. The planned investments cover construction works, mechanical and electrical systems, refurbishment of medical facilities and project supervision, creating potential procurement activity across several areas of the construction and healthcare infrastructure sectors. The projects are distributed among municipalities outside Podgorica and the main coastal development areas, with investments planned in northern and central parts of the country.
Healthcare infrastructure represents an increasing component of Montenegro’s capital investment programme as public facilities are upgraded alongside the country’s preparations for EU membership. The five projects form part of the broader pipeline of state-backed investment planned for 2027, alongside larger infrastructure spending in areas such as roads, railways and energy. The implementation of the healthcare projects will depend on the timing of procurement and construction, with the proposed allocations remaining part of the 2027 capital programme.
