Northern Montenegro is positioned to capitalize on the growing demand for data centres, but it faces significant challenges that necessitate a focused strategy. The region’s potential lies not in replicating large-scale data centre markets but in developing a specialized corridor for green colocation, sovereign cloud services, disaster recovery, and edge computing. This initiative would leverage the cooler mountain climate, renewable energy resources, and regional engineering talent while addressing the need for economic diversification away from coastal tourism.
The global landscape for data centres is shifting, with the International Energy Agency projecting that electricity consumption by data centres will exceed 945 TWh by 2030, driven primarily by artificial intelligence. From 2024 to 2030, growth in data centre electricity use is expected to rise by approximately 15% annually, outpacing overall electricity demand. This trend indicates that future data centre locations will prioritize power availability and grid flexibility over real estate costs.
To effectively harness this opportunity, Montenegro must adopt a disciplined approach to its data centre strategy. Initial phases should focus on establishing 2–5 MW sovereign cloud and enterprise colocation modules, gradually expanding to 10–25 MW facilities tailored for banks, telecoms, and other sectors. Jumping directly into 50–100 MW hyperscale campuses could pose significant risks given the country’s current energy production capabilities.
The northern region already hosts critical energy infrastructure, including the 225 MW Pljevlja thermal power plant, which serves as a key transmission node. Additionally, hydropower plants such as the 307 MW Perućica and 342 MW Piva are essential components of the energy landscape. Any data centre initiative must align with ongoing energy transitions and grid enhancements in these areas.
The Trans-Balkan electricity corridor plays a pivotal role in improving regional power transmission and integrating Montenegro into the European electricity market. This includes vital interconnections such as the 400 kV Lastva–Pljevlja link and reinforcements at major substations. For potential data centres, reliable grid access is crucial; facilities must be designed with dual-feed systems and robust backup strategies to ensure operational stability.
Renewable energy procurement is another critical factor. The Electric Power Company of Montenegro (EPCG) is developing a diverse portfolio of renewable projects totaling 639 MW, including solar and wind initiatives. However, successful implementation will require bankable power purchase agreements (PPAs) that ensure reliable energy supply for data centres.
The geographical advantages of northern Montenegro include cooler temperatures in municipalities like Pljevlja, Kolašin, and Žabljak, which can reduce cooling costs for data centres. However, compliance with EU energy performance standards will be essential as regulations become stricter regarding data centre efficiency.
The fibre optic infrastructure also demands attention. While mobile broadband adoption is high, fixed broadband remains limited, particularly in rural areas. The National Broadband Plan for 2025–2029 aims to enhance high-capacity broadband access, which is vital for supporting data centre operations.
A comprehensive fibre strategy must ensure redundancy in connections to major cities and regional internet exchanges. Currently, Montenegro lacks direct cloud on-ramps, indicating a gap that could be addressed by establishing a carrier-neutral colocation platform.
The ongoing EU accession process adds regulatory advantages that could enhance Montenegro’s appeal as a data centre location. With all 33 negotiating chapters opened and 16 closed provisionally, aligning with EU standards on cybersecurity and digital sovereignty will be crucial for attracting regulated customers.
The integration into the Single Euro Payments Area (SEPA) since October 7, 2025, facilitates faster and more secure payment operations across borders, bolstering the commercial environment necessary for data centre operations.
A public-sector anchor should drive initial developments in digital infrastructure as outlined in Montenegro’s Digital Transformation Strategy for 2022–2026. This strategy emphasizes digitalization across government services and could provide foundational workloads for new data centres.
The success of this initiative hinges on leveraging regional engineering talent. With limited local resources, collaboration with neighboring countries will be necessary to build a skilled workforce capable of supporting a full-fledged data centre ecosystem.
A phased approach to development is recommended: starting with sovereign resilience platforms followed by regional managed services and eventually expanding into AI-ready infrastructure as conditions permit. This gradual scaling will mitigate risks associated with overextending capacity too quickly.
The establishment of a public-private partnership model could facilitate investment while ensuring that planning support and regulatory compliance are met through collaboration between state entities and private investors.
Northern Montenegro’s potential as a viable data centre hub is contingent upon strategic integration of power supply, fibre connectivity, skilled labor, and regulatory alignment with EU standards. By focusing on these foundational elements rather than pursuing large-scale hyperscale ambitions prematurely, Montenegro can position itself as an attractive destination for digital infrastructure investment.
