Montenegro is planning a redevelopment of Budva’s waterfront promenade and marina, with expected investment exceeding €30 million under a project involving the government, the Ministry of Spatial Planning and coastal-management company Morsko dobro. An international architectural competition has been launched for the coastal zone extending from Budva’s Old Town towards Zavala and Rafailovići. The designated planning area covers approximately 42.7 hectares, of which around 15.8 hectares are land.
The proposed redevelopment encompasses pedestrian and recreational spaces, cultural and commercial facilities, and an expanded marina. The scheme is currently at the planning and design stage, and the projected investment of more than €30 million does not represent an awarded construction contract. Competition entries must be submitted, with the results scheduled to be announced five days later. The waterfront project forms part of a wider pipeline of tourism and public-infrastructure investments in Budva. Other major projects under way or planned in the municipality include the Budva bypass and parking infrastructure.
Morsko dobro has also referred to more than €300 million in wider investment secured for development projects in Budva. This figure relates to the municipality’s broader development portfolio and is separate from the planned waterfront and marina redevelopment. The project comes as Budva faces pressure on its public infrastructure following tourism growth, which has outpaced the quality and capacity of facilities in parts of the city. The proposed expansion and reorganisation of the marina could support Budva’s position in the higher-value nautical tourism segment, where Tivat and the Bay of Kotor currently have more developed infrastructure. The redevelopment will also need to accommodate tourism-related improvements within a coastal area that is already highly developed, making the use of available land a central consideration for the project.
