Montenegro has inaugurated a €1.6 million agricultural services centre in Berane, bringing several public institutions serving farmers under one roof through an investment financed under the World Bank-backed MIDAS 2 programme.
The facility will provide services to agricultural producers in Berane, Andrijevica, Petnjica, Rožaje, Plav and Gusinje, consolidating regional agricultural administration, payment-agency functions, technical advisory services, food-safety supervision and veterinary oversight.
Integrated Services for Agricultural Producers
The concentration of administrative and technical services at a single location is intended to simplify farmers’ access to government support, professional advice and compliance procedures. By bringing these functions together, the centre provides a common point of access for producers dealing with agricultural administration, subsidy-related services and food-safety and veterinary requirements.
The facility serves six municipalities in northern Montenegro, where agriculture remains an economically significant activity. Producers in the region often operate on a small scale and face limited access to finance, markets and technical support.
Agricultural Administration and EU Accession
The investment forms part of Montenegro’s efforts to strengthen agricultural institutions and administrative systems in preparation for European Union membership. Managing future access to EU agricultural and rural-development funding will require institutions capable of processing applications from farmers, monitoring subsidies and implementing food-safety and veterinary standards.
The Berane centre brings together several of the public functions involved in providing these services, supporting the administrative capacity needed to operate within the EU’s agricultural policy framework.
Rural Development in Northern Montenegro
The government has also been expanding agricultural infrastructure and services in other locations, indicating a wider effort to develop regional support facilities for rural areas. For northern Montenegro, improved access to public administration and technical assistance is one element of the broader challenge facing agricultural producers. The sector’s development also depends on higher productivity, stronger processing capacity and more reliable access to domestic tourism and export markets. The Berane investment combines agricultural administration, payment-agency services, technical advice and food-safety and veterinary oversight in a single facility serving producers across six
