Montenegro’s Velje Brdo housing development near Podgorica is expected to receive its first residential construction permits in December, with the government targeting the arrival of the first residents by the end of 2027.
The initial phase covers Block A1, comprising apartment buildings, commercial premises, access roads and utility infrastructure. Design documentation is being prepared and must undergo technical review before the required building permits can be issued.
Urban planning and technical conditions for Block A1 were issued on May 15, 2026, following an international design competition. Spatial Planning Minister said construction could begin only after the completion of all legally required documentation, technical approvals and permitting procedures.
A separate building permit has already been issued for a 5.3-kilometre boulevard connecting the planned settlement with Podgorica’s existing road network. This approval covers the road infrastructure and does not authorise construction of residential buildings. The timetable has drawn questions over delays in delivering the apartments, as earlier expectations have shifted while residential construction permits remain pending.
Velje Brdo is intended to increase Montenegro’s housing supply and provide accommodation opportunities for households in the capital. Its development will require investment in roads, water supply, wastewater systems, electricity networks, telecommunications and other public infrastructure. The project also represents a potential source of work for construction companies and engineering contractors, although progress depends on completing technical documentation and coordinating the delivery of supporting infrastructure. The government must additionally finalise arrangements for apartment allocation, purchaser eligibility and financing.
