The average price of newly sold apartments in Montenegro reached €2,557 per square metre, with the coastal region recording the highest average at €2,838, according to MONSTAT.
The national figure was approximately 16.2% higher year on year, while the coastal average increased by around 21.6% compared with the corresponding period.
Podgorica recorded an average of €2,510 per square metre. The central region stood at €2,131, while the northern region reached €2,145. The coastal average of €2,838 remained significantly above prices in the other parts of the country.
The figures cover apartments sold for the first time in newly constructed residential buildings under signed contracts. They do not include asking prices, existing apartment resales or land transactions, and are not a comprehensive measure of the entire housing market.
Quarterly averages can also vary depending on the number and composition of transactions, including the proportion of social and solidarity housing. In some inland regions, a relatively small number of sales can result in more pronounced fluctuations between reporting periods.
Regional Differences and Market Segments
Price variations across Montenegro reflect differences in location, investor interest and property use. Apartments linked to tourist demand may follow different market dynamics from homes purchased by residents using household income and mortgage financing.
For developers, the reported averages provide evidence of prices achieved in completed sales under contracts, but do not guarantee that comparable prices will be attainable in future projects. Land acquisition, construction costs, financing, permitting and presales remain important factors in determining project feasibility.
For banks, increasing property valuations can strengthen collateral coverage during periods of rising prices, while also increasing exposure if market values subsequently decline.
