Montenegro has identified 12 locations and development units for potential tourism investment, with proposed projects covering hotels, resorts, campsites and marinas across several municipalities. The opportunities include sites in Žabljak, Nikšić, Mojkovac, Podgorica and Herceg Novi, forming part of an initiative to broaden tourism development beyond the coastal hotel market.
The investment guide was prepared by the Ministry of Tourism in cooperation with the World Tourism Organization and presented in late October. Its portfolio includes proposals for hotel development in the Durmitor area, camping and glamping facilities near the Tara River, as well as other tourism and mixed-use projects.
The locations are presented as potential investment opportunities rather than projects that have secured contracts or entered the construction phase. Their inclusion in the guide does not confirm that ownership issues have been settled, planning approvals secured or sites prepared for transfer to investors.
These conditions are central to the commercial feasibility of tourism developments. Hotel financing generally requires secure land rights, an established planning framework, access and utility infrastructure, environmental permits, a credible operator and a demand assessment supporting a bankable business plan.
Requirements also vary by location. For mountain developments, road access and the ability to operate during winter can be as important as planned room capacity. Coastal projects depend on factors including water supply, wastewater treatment and seasonal transport infrastructure.
Before assigning a valuation to a proposed development, investors need to verify land title, zoning, public obligations, capital expenditure, project phasing and the potential for year-round revenue. The investment guide provides a framework for identifying locations, while further due diligence is required to establish whether individual concepts can be developed into viable projects.
