Montenegro’s agricultural sector is facing growing demand for cold storage, refrigerated transport, packaging and food-distribution infrastructure as farm surpluses expose gaps between producers and buyers. The Agriculture Ministry said surplus lamb purchases would begin at €4.75 per kilogram, while storage capacity is also being sought for animals removed from the market.
Separately, new IPARD-backed investments include an egg sorting, storage and packaging facility with specialised transport, as well as a refrigerated vehicle and cold-storage chamber.
Storage and Distribution Capacity
The developments highlight infrastructure requirements between farms and commercial buyers. Without sufficient grading, packaging, refrigeration and distribution capacity, agricultural producers can face difficulties supplying supermarkets, processors and institutional buyers even when production is available. The emerging investment opportunities include cold stores, refrigerated transport, packing facilities, contract processing and food-distribution platforms.
Surplus Lamb Highlights Market Constraints
The lamb surplus demonstrates the impact of limited coordination between supply and demand. When agricultural output cannot be matched quickly with commercial buyers, government intervention may be required to support market stability and limit losses for producers. Additional logistics capacity could give farmers more time to market their products and allow larger quantities to be consolidated for retail and processing.
Similar requirements apply to eggs, dairy products, meat and fresh produce, where buyers increasingly require consistent quality, packaging and scheduled deliveries instead of irregular farm-gate supply. For investors, the emerging opportunity is linked to infrastructure that enables existing agricultural production to move more efficiently through the domestic food market. Investment in cold rooms, packing lines and refrigerated trucks is therefore becoming an important part of Montenegro’s agricultural and food-sector infrastructure.
