However, the country has not fully capitalized on this opportunity due to an underdeveloped industrial base and limited integration into regional supply chains. These factors hinder the diversification of Montenegro’s economy beyond tourism and energy sectors.
The Port of Bar stands out as a significant asset, serving as a natural gateway to both Adriatic and inland markets. Despite its potential, the port’s utilization remains suboptimal, attributed to infrastructure limitations and competition from more established regional logistics centers. This underutilization highlights the need for enhanced operational capabilities to meet market demands.
Improvements in rail and road connectivity are underway, yet substantial investments are still necessary. The Bar–Belgrade railway, a crucial transport corridor, continues to face modernization challenges that restrict its efficiency and capacity. Without reliable transport infrastructure, Montenegro’s competitiveness as a logistics hub is severely limited.
Industrial activity within Montenegro is relatively low, with the economy heavily skewed toward the services sector. This imbalance restricts the country’s ability to foster export-driven growth outside of tourism and energy. The limited manufacturing sector further complicates efforts to diversify economic activities and attract foreign investment.
The scale of logistics investment in Montenegro is also impacted by its small domestic market, which diminishes the appeal of large-scale distribution centers that typically depend on broader regional demand. To enhance its logistics capabilities, Montenegro must focus on integrating with neighboring markets through coordinated policy initiatives and infrastructure development.
Proposals for free zones and industrial parks aim to stimulate investment; however, progress has been inconsistent. Challenges such as regulatory complexity, land availability, and financing issues have impeded timely implementation of these initiatives.
From an investor’s perspective, opportunities in Montenegro may lie more in niche markets rather than large-scale industrial ventures. Areas such as specialized logistics services, value-added processing, and synergies with the energy and tourism sectors present viable pathways for growth.
In summary, while Montenegro possesses geographic advantages conducive to becoming a key player in regional logistics, realizing this potential necessitates significant advancements in infrastructure investment and policy alignment.
