Recent data from MONSTAT indicates that the average price per square metre of newly constructed apartments in Montenegro stood at €2,210 in the fourth quarter of 2025. This figure represents the selling prices of new apartments that have been sold for the first time, based on finalized purchase agreements, and excludes older properties or different real estate categories.
The analysis reveals significant regional disparities in apartment prices throughout Montenegro. In Podgorica, the capital city, the average price per square metre was approximately €2,140. Conversely, the coastal region, which experiences heightened demand and features premium developments, saw prices soar to around €2,570 per square metre. In contrast, the central region reported lower prices at about €1,360 per square metre. Notably, there were no recorded sales of newly built apartments in the northern region during this period.
MONSTAT also pointed out that the composition of sales plays a crucial role in determining national average prices. Specifically, the proportion of solidarity housing—more affordable apartments often linked to cooperative or subsidized projects—affects overall averages. A higher share of these units tends to lower the national average price, while a smaller share results in a higher average.
In terms of market segments, the overall average price for newly built apartments reached around €2,420 per square metre. However, within the solidarity housing segment, prices were significantly lower at approximately €705 per square metre.
This data highlights ongoing pressures in Montenegro’s construction and housing sectors. The demand from both local buyers and foreign investors continues to influence market dynamics, particularly in urban and coastal areas where competition for new developments remains robust.
