French renewable energy company Qair is set to enhance its presence in Montenegro with the development of the 64.8 MW Momče wind farm, located near Podgorica. This initiative is part of Qair’s strategy to bolster its renewable energy portfolio in the Balkans and aligns with Montenegro’s objectives for large-scale renewable energy generation.
The proposed wind farm will span approximately 52 hectares and will feature nine wind turbines, collectively generating an installed capacity of 64.8 MW. This project adds to Qair’s growing portfolio in Montenegro, where it has emerged as a leading international developer since its entry into the market in 2021, currently managing a renewable portfolio estimated at around 220 MW, which includes both wind and solar projects anticipated to be operational by 2028.
The significance of the Momče project lies in its strategic location within Montenegro’s central grid corridor linked to Podgorica. As the country transitions away from coal dependence, particularly at the Pljevlja thermal power plant, the need for robust transmission and balancing infrastructure has become increasingly vital for future renewable energy deployment. This transition is being driven by rising electricity demand and compliance with EU climate commitments.
Qair’s wind project complements its broader strategy in Montenegro, which encompasses utility-scale solar and wind projects, along with potential battery storage solutions. The company’s most advanced initiative is the 50.13 MW Rudine solar plant near Nikšić, which has received grid connection approval from the transmission operator CGES and is progressing toward construction readiness.
In addition to its project developments, Qair has strengthened its institutional presence in Montenegro through partnerships with the state utility EPCG and participation in the newly formed RES Montenegro renewable energy association. This association includes various developers and is supported by the European Bank for Reconstruction and Development (EBRD).
The introduction of another utility-scale wind project underscores significant structural changes within Montenegro’s energy market. The government has revised its renewable energy framework to align with EU directives, implementing new auction mechanisms and streamlined permitting processes that enhance investor access to grid infrastructure and market participation. Plans have already been announced for at least 400 MW of additional renewable capacity auctions by 2027.
Montenegro is increasingly seen as a rapidly developing renewable market within Southeast Europe due to its favorable conditions for solar and wind energy, alongside improving regulatory frameworks aligned with EU standards. However, developers face challenges related to grid integration, environmental permitting, and long-term expansion of transmission capacity.
The Momče wind farm thus represents more than just an individual project; it is part of a larger transition within Montenegro’s energy sector aimed at replacing aging thermal power generation with modern, export-capable renewable assets that are integrated into the regional electricity market.
