Montenegro has launched Station M, a digital innovation initiative involving Deutsche Telekom, Crnogorski Telekom and Plug and Play, with plans for an innovation centre supported by a proposed investment fund of €10 million to €20 million.
Prime Minister presented the initiative at the EU–Montenegro investment conference in Herceg Novi. Other partners include Montenegro’s Science and Technology Park and the City of Podgorica. Details of the fund’s ownership structure, confirmed financial commitments and investment timetable have not yet been disclosed. The proposed €10 million–€20 million fund therefore represents a target rather than secured financing.
Technology Investment and Startup Financing
The initiative aims to attract more investment into technology companies and diversify Montenegro’s economy, where substantial foreign capital has traditionally flowed into real estate and tourism.
Technology and digital services offer an alternative investment model, as software companies can serve international markets with relatively limited physical infrastructure and without relying solely on domestic demand.
Although a fund of up to €20 million would be modest by European venture capital standards, it could provide meaningful early-stage financing in Montenegro, where funding for startups remains limited. If structured as a commercial investment fund rather than a grant programme, Station M could support companies progressing from prototype development to regional and international expansion.
Corporate Partnerships and Digital Infrastructure
Deutsche Telekom and Crnogorski Telekom could provide opportunities to test technologies in telecommunications, cybersecurity, cloud services and digital infrastructure. Plug and Play could also connect participating startups with international investors and corporate partners.
The initiative forms part of Montenegro’s broader effort to develop digital services, data centres and technology businesses alongside tourism and energy investment as the country advances its EU integration process. Its economic impact will depend on implementation, including the amount of private capital committed, the number of startups financed, export generation and the creation of skilled jobs. The proposed €10 million–€20 million investment fund has not yet been confirmed as committed capital.
