Montenegro has launched the Station M digital innovation initiative, bringing together Deutsche Telekom, Crnogorski Telekom and startup platform Plug and Play around a proposed investment fund worth €10 million to €20 million.
The initiative was presented by Prime Minister Milojko Spajić during the EU–Montenegro investment conference in Herceg Novi. Other partners include Montenegro’s Science and Technology Park and the City of Podgorica. The project envisages establishing a digital innovation centre supported by the proposed fund. However, detailed commitments, the fund’s ownership structure and its investment timetable have not yet been disclosed.
Technology Investment Beyond Real Estate and Tourism
Montenegro has attracted substantial foreign investment relative to the size of its economy, with much of the capital directed towards real estate and tourism. Station M introduces a further focus on technology companies and digital businesses.
Software and digital-service companies typically require less physical capital than traditional industries and can target international markets without relying on a large domestic customer base. This model offers an alternative investment opportunity for Montenegro’s relatively small economy.
A fund of up to €20 million would be modest by European venture-capital standards but could provide meaningful early-stage financing in Montenegro, where funding for young companies remains limited. If established as a commercially oriented investment fund rather than a grant programme, Station M could support companies in progressing from prototype development to regional and international expansion.
Deutsche Telekom and Plug and Play Bring International Networks
The participation of Deutsche Telekom and Crnogorski Telekom could give startups opportunities to test technologies in telecommunications, cybersecurity, cloud services and digital infrastructure.
Plug and Play, a global startup platform, could provide additional access to international investors and corporate partners. The involvement of established technology groups could also connect domestic companies with customers, mentors and international commercial networks alongside potential financing.
Investment Commitments Will Determine the Initiative’s Impact
The initiative’s economic contribution will depend on how the centre and fund are implemented. Relevant indicators include the volume of private capital committed, the number of startups receiving financing, export generation and the creation of skilled jobs.
Station M could also contribute to Montenegro’s broader efforts to attract data centres, digital-service providers and technology businesses as the country advances its EU integration process. The government has increasingly positioned digital infrastructure as a complement to investment in tourism and energy. Until the fund’s capital commitments are finalised, however, the proposed €10 million–€20 million remains an investment target rather than secured financing.
