Montenegro has opened a €21.5 million construction tender, excluding VAT, for the expansion of Podgorica’s City Stadium, covering a new eastern stand, commercial and media facilities, and an underground parking garage. The project encompasses approximately 31,667 square metres of gross developed area.
Stadium Expansion and Parking Infrastructure
The planned development includes an eastern stand with approximately 6,100 seats, alongside facilities for media operations and commercial activities. The project also a two-level underground garage, combining sports infrastructure with additional parking and urban commercial functions. The underground parking component is intended to address congestion and limited parking availability around Podgorica’s city centre.
The tender invites bids for the construction works, with submissions. No contractor has been selected, and construction remains dependent on the completion of the procurement procedure.
Government and Municipal Financing
The central government is expected to cover 95% of construction costs, while the City of Podgorica will contribute the remaining 5%.
The procurement follows approval of the broader implementation framework for the stadium redevelopment. The final fiscal cost will depend on the prices submitted through the tender and the subsequent execution of the construction contract.
Opportunities for the Construction Sector
The project creates potential work across several construction and engineering segments, including civil engineering, structural works, mechanical and electrical installations, parking systems, interior fit-out and specialised stadium infrastructure. The tender also adds to Montenegro’s pipeline of publicly financed construction projects as the country expands investment in roads, railways, healthcare facilities and environmental infrastructure.
The stadium redevelopment has now entered competitive procurement following approval of the project framework. If the tender proceeds without delays, construction could begin around the end of 2026 or early 2027.
