State coastal-management company Morsko Dobro has initiated legal proceedings over restrictions affecting vehicle access to Luka Budva, reporting approximately €100,000 in additional logistics costs as reconstruction work continues at the marina.
The company is seeking temporary court measures to restore vehicle access, arguing that restrictions imposed by the Municipality of Budva have prevented trucks and suppliers from reaching the site for reconstruction activities and regular operations. According to Morsko Dobro, the access limitations have forced the use of alternative transport arrangements, with some construction materials and supplies reportedly delivered by sea. The company estimates that these arrangements have generated around €100,000 in additional expenditure. No final judicial decision has been reported.
Access Restrictions Affect Marina Operations
Reliable road access is essential to marina operations, including the delivery of equipment, fuel and other supplies, as well as maintenance, waste handling and commercial activities. Restrictions on vehicle access can affect both the execution of reconstruction works and the efficiency of day-to-day operations.
The dispute between Morsko Dobro and the Municipality of Budva highlights the operational and financial consequences of disagreements between state-owned companies and municipal authorities over access arrangements and responsibilities.
Wider Waterfront Investment Plans
Budva is preparing a broader redevelopment of its waterfront and marina area. Montenegro has announced plans for more than €30 million in investment in the promenade and marina zone. The planned investment makes access arrangements and coordination between the institutions involved important to the implementation of future construction activities.
Although the reported €100,000 in additional costs is relatively small compared with larger national infrastructure projects, the dispute illustrates how logistical restrictions can increase expenditure during construction and complicate project execution. Morsko Dobro is seeking court intervention to restore vehicle access to Luka Budva, while the broader waterfront redevelopment remains part of Montenegro’s planned investment in tourism and nautical infrastructure.
