The approval of the Kapino Polje B1 solar project by EPCG marks a significant step in Montenegro’s renewable energy landscape. The project is part of a broader initiative that includes three additional solar plants at the same site, with a total investment estimated at €35.1 million. As the state utility, EPCG’s involvement underscores the government’s commitment to transitioning towards renewable energy sources.
However, the Kapino Polje project also highlights potential environmental, social, and governance (ESG) concerns associated with renewable energy developments. Environmental organizations have raised alarms regarding the ecological sensitivity of the surrounding area, which is home to diverse bird species and wetlands. While the environmental impact assessment for the project indicates that it does not fall within designated Important Bird Areas (IBAs) or Natura 2000 sites, it recognizes the ecological significance of the broader Nikšićko polje region.
This situation reflects a critical challenge for Montenegro’s renewable energy sector as it seeks to balance development with environmental stewardship. Financial institutions, European Union bodies, and strategic partners are likely to demand rigorous environmental assessments that are transparent and defensible. A project may be considered green in terms of energy production yet still face vulnerabilities if its biodiversity considerations, permitting processes, or stakeholder engagement are inadequate.
The Kapino Polje initiative serves as a governance benchmark for Montenegro’s renewable energy ambitions. As the country aims to expand its solar capacity, it must ensure comprehensive environmental screening, cumulative impact studies, biodiversity monitoring, and effective mitigation strategies.
