The Vraćenovići solar project near Nikšić has achieved a significant milestone with the granting of an environmental permit, marking a pivotal moment in the development of Montenegro’s utility-scale solar capacity. This project is poised to become one of the largest photovoltaic installations in the country, transitioning from planning to execution.
Central to this initiative is the planned installation of 192,000 photovoltaic panels across approximately 1.28 million square meters. The developer, Agenos Energy, aims for the facility to generate up to 170 GWh annually, which could substantially contribute to meeting Montenegro’s domestic electricity needs.
The projected capacity of the plant is estimated between ~87.5 MW and 100 MW, highlighting its significance within Montenegro’s relatively nascent renewable energy portfolio. The environmental approval confirms that the project site does not interfere with protected ecological zones, an essential requirement under Montenegro’s EU-aligned permitting process.
Additionally, a biodiversity assessment has identified Natura 2000-type habitats and endemic Balkan plant species, necessitating certain mitigation measures during construction but not hindering project advancement. Infrastructure plans for the project include the establishment of 16 transformer stations and a 1.5 km access road, essential for connecting to the grid.
The solar plant will be linked to the 110 kV Nikšić–Bileća transmission line, with a grid connection agreement already secured with CGES in July 2024. Following the finalization of permits, construction is anticipated to take around one year, with potential commissioning expected between 2027 and 2028, contingent on financing and contractor mobilization.
This project signifies a broader transformation in Montenegro’s energy strategy, as solar capacity evolves from pilot-scale projects to industrial-scale generation assets. This shift aligns with European decarbonization goals and aims at facilitating export-oriented electricity flows.
Financially, such a project typically requires an investment ranging from €50–80 million, based on regional benchmarks of €0.5–0.8 million per MW. The secured grid connection and advanced permitting processes significantly mitigate development risks, enhancing the likelihood of achieving financial closure compared to previous projects in the Western Balkans.
The main challenge now lies in system integration. Montenegro’s electricity grid, which currently balances hydro-dominant generation with increasing intermittent sources, will need careful operational management to accommodate additional solar output during peak production periods.
The Vraćenovići project stands out not only for its scale but also for its potential role in shaping the future of Montenegro’s renewable energy landscape: establishing fully permitted, grid-connected, finance-ready solar assets that can adapt to export-linked energy models.
