Montenegro has set the end of 2026 as the deadline for full completion of the Tivat-Jaz boulevard, with remaining water and sewerage works identified as a key scheduling issue.
Transport Minister said the entire corridor must be operational by the end of the year. Contractors have informed the ministry that the outstanding road-surface works can be completed within the deadline.
Utility infrastructure remains a scheduling issue
The main uncertainty concerns utility infrastructure connected with Kotor and Budva, where coordination of water and sewerage systems is still required. The timing of these works is important because road construction can progress ahead of underground infrastructure. If water and sewer installations are not completed and coordinated before final paving, subsequent excavation could increase costs and cause further traffic disruption. The remaining utility works therefore represent a significant part of the project schedule rather than a minor technical requirement.
Boulevard serves major coastal tourism corridor
The Tivat-Jaz route forms part of the Tivat-Kotor-Budva tourism corridor, an area that experiences significant summer congestion.
Traffic delays affecting connections between Tivat Airport, the Bay of Kotor and Budva have become a persistent constraint on tourism and local mobility. Completion of the boulevard would improve airport access, reduce travel times and support hotels, residential developments and other investments along the coast.
Road capacity linked to airport and tourism growth
The project also forms part of Montenegro’s wider tourism infrastructure requirements. Airline capacity at Tivat Airport is increasing while visitor numbers continue to rise. Without corresponding improvements to road capacity, higher airport activity can shift congestion from the terminal to the surrounding transport network. The Tivat-Jaz boulevard is therefore directly connected with the transport infrastructure supporting tourism and airport expansion.
End-2026 deadline sets final implementation target
The government’s deadline places pressure on contractors and local utilities to complete their respective works before the end of the year. Completing the boulevard before the 2027 tourism season would allow the project to provide its planned transport and tourism functions from the following year. If coordination of water and sewer infrastructure extends into 2027, parts of the corridor could remain unfinished during another summer season.
