Mia Investment, a Turkish real estate developer, is advancing the construction of the Riviera Montenegro Hotel & Residence on the site of the former Adriatic Fair in Budva. This ambitious project features two high-rise towers designed to offer panoramic views of the Adriatic Sea and is positioned as a mixed-use development that includes luxury apartments, hotel accommodations, and retail space. The pricing strategy for these premium residential units is set at approximately €9,000 per square meter, making it one of the most expensive offerings along Montenegro’s coastline.
Local real estate sources indicate that around 60% of the panoramic units, which provide uninterrupted sea views, were sold prior to construction at prices ranging from €7,000 to €7,500 per square meter. The remaining units are now available for purchase at the elevated price of €9,000 per square meter, underscoring strong demand for high-end coastal properties in Budva. For context, a typical listing for a 64 m² apartment is priced at about €580,000.
The Riviera Montenegro development will consist of 212 residential units and 144 luxury hotel rooms operating under a five-star international brand franchise, complemented by a substantial retail center offering upscale amenities. The apartments are sold fully furnished and can serve as private residences; however, owners wishing to rent out their properties during peak tourist seasons must generally enroll them in the hotel’s management program.
While proponents argue that this project will enhance coastal living standards and attract affluent investors and holiday homeowners to Budva, it has faced criticism. Detractors express concerns regarding construction on land traditionally reserved for tourism and public use, questioning compliance with planning regulations and potential impacts on the urban landscape of Montenegro’s most visited resort area.
The land for this development is owned by Safiro Beach Resort DOO Budva, a company linked to local business interests and which entered into a joint construction agreement with Mia Investment in 2018. The approval processes and planning decisions related to this project have been scrutinized by urban authorities and civil society as the towers begin to define Budva’s skyline.
The swift sale of units at high prices reflects a peak interest among investors in Montenegro’s coastal real estate market, particularly for luxury developments situated directly on the shoreline. Mia Investment’s Riviera Montenegro complex stands as a significant example of this growing trend.
