The reconstruction of the main highway from Tivat Airport to Jaz will not be completed by the planned deadline of January 15, 2026, the Montenegrin Transport Administration confirmed to Pobjeda.
The project, implemented by the Chinese consortium Shandong Foreign Economics & Technical Cooperation Co. and Shandong Luqiao Group, is currently 50% complete, with around 80% expected by the end of this year. The total contract value is €53.9 million (excluding VAT).
Although the contractor has not yet officially requested an extension or additional payments, the Transport Administration expects such a request soon. Possible reasons for delay include unforeseen works such as new infrastructure for CEDIS, additional water and sewage installations, unresolved property issues, and project design adjustments.
The project involves the reconstruction of the M-1 highway section between Tivat Airport and Jaz Beach — a 16-kilometer stretch being transformed into a modern boulevard with four traffic lanes, 12 roundabouts, new bridges, lighting, and improved safety systems.
Authorities emphasized that no construction work will be carried out during the next tourist season and that the goal remains to complete the project as soon as possible. Once finished, it will be one of Montenegro’s most modern and safest roads.
