The Directorate for Capital Projects has once again launched a tender for the design and development of the main project for the reconstruction of the road from Jasikovac to the base settlement of Cmiljača, with construction to be carried out under the “design and build” system. The tender value is €14 million without VAT, or €16.9 million including VAT, the same as the previous tender.
The road section is 10.5 kilometers long, and the reconstruction is planned to serve the needs of the Cmiljača Ski Center, as well as to connect with the Žarski Ski Center.
The deadline for creating the conceptual design is 45 days from the start of the contract, while the main project must be completed within 4 months after receiving the investor’s approval— the Municipality of Bijelo Polje—for the conceptual design. Construction will begin 15 days after work registration, and the construction deadline is 19 months. The total contract implementation period is 31 months from the contract signing. The bidder must clearly specify the duration of the main project design and the construction phase. The tender is open until February 3rd.
To recap, the purpose of the conceptual design is to identify the optimal route while maintaining the existing alignment for which the Republic Institute for Urban Planning and Design of Podgorica prepared the main project. Some sections of the road were constructed through route clearing and existing structures. During construction, landslides occurred that were not addressed in the previous project, requiring special attention for these sections.
In this phase, decisions need to be made regarding the location and design of intersections, road construction, and other aspects.
The goal of the main project is to provide detailed technical development of the optimal variant for the road section already cleared, and to improve the elements of the road on the final determined micro-location. This development will be at a level sufficient for the rational design of all road elements, selection of the optimal construction or reconstruction methods, as well as the preparation of a detailed bill of quantities and cost estimate for the “design and build” contract.
The planned construction must adhere to modern construction techniques and methods, ensuring that the reconstructed road elements prioritize road safety, driving comfort, and environmental protection. Special attention must be given to environmental protection both during construction and throughout the operation phase.
Requirements include a road width of 2×3 meters with a speed limit of 40 km/h. Additionally, sidewalks and bike lanes must be integrated where feasible, creating a unified pedestrian and cycling path, in accordance with the terrain’s configuration.
