Tourism in Piva continued to expand during the first half of 2026, with the Municipality of Plužine recording 7,659 tourist arrivals and 11,662 overnight stays between January and June. Overnight stays increased by 71% compared with the same period of 2025. The figures point to growing demand for mountain, lake and adventure tourism in northern Montenegro while highlighting limited accommodation capacity in the municipality.
New hotel planned in Plužine
According to Ivan Doderović, director of Piva Nature Park, a new hotel is planned in Plužine. The project envisages the construction of a new property rather than the renovation of the former Hotel Piva. Information regarding the investor, project value, hotel category and room capacity has not yet been disclosed. The hotel could open before the start of the 2027 summer season.
Short visitor stays indicate accommodation potential
The first-half tourism figures correspond to an average stay of approximately 1.5 nights per visitor. Plužine serves as a gateway to Piva Lake, Tara rafting, Durmitor Ring mountain routes and two glacial lakes, with many visitors currently using the municipality as part of a broader regional itinerary. A hotel would provide accommodation suitable for organised tourist groups, conferences, corporate events and longer adventure tourism programmes, while supporting demand for local food suppliers, guides, transport providers and recreational businesses.
Visitors arrive from 83 countries
Tourists from 83 countries visited Plužine during the first six months of 2026. The largest number of overnight stays was generated by visitors from Serbia, followed by Germany, Poland, Montenegro, Russia, the Czech Republic, the Netherlands, Israel, France and the United Kingdom. The reported results were achieved before the peak tourism months of July and August, when the municipality traditionally records its highest visitor numbers.
Nature park records higher visitor numbers
Piva Nature Park recorded 12,832 visits during the first half of 2026, representing a 27% year-on-year increase. Among individual attractions, Tara rafting accounted for 6,342 visits, the Nedajno section of the Durmitor Ring attracted 3,830 visitors, while Piva Lake recorded 1,801 visits.
Accommodation remains dominated by smaller providers
Tourist accommodation in Plužine is currently provided primarily through apartments, guesthouses, rural households, campsites and other small tourism businesses. These accommodation types continue to form an important part of the municipality’s tourism offer alongside the proposed hotel development.
Transport improvements and cross-border projects continue
Reconstruction of the Nikšić–Plužine road is under way and is expected to improve transport connections with central Montenegro. The Šćepan Polje–Foča corridor, an important road linking Montenegro and Bosnia and Herzegovina, remains subject to planned reconstruction. A tender for the project was announced in May, although it had not been launched at the time of the latest tourism update.
Plužine Municipality and the Municipality of Foča are also implementing a cross-border tourism project that includes construction of an adventure park in Plužine. The project has financed the purchase of 10 electric bicycles, while two viewpoints and five solar-powered benches have been installed at remote locations. The adventure park is expected to become operational by the end of the 2026 summer season.
Infrastructure remains important for tourism development
Previous local estimates suggested that approximately 30% of overnight stays in Plužine were formally registered, with total annual overnight stays potentially approaching 100,000. The estimate is not based on audited tourism statistics. Alongside accommodation investment, tourism development in Plužine requires continued improvements in accommodation registration, destination management, waste collection, water and wastewater infrastructure, fire protection, emergency response services and construction oversight.
