The European Bank for Reconstruction and Development (EBRD) is providing Montenegro with a sovereign loan of up to €30 million to support the development of intelligent transport systems across the country’s national road network. The financing will be received by the Ministry of Finance, while implementation will be carried out by the Ministry of Transport with support from Monteput and the Transport Administration. The programme will introduce a range of digital transport solutions, including traffic-data collection systems, weather monitoring, tunnel control systems, real-time road-user information, emergency-response tools and a national traffic-management centre.
Cybersecurity and communications systems included
The planned investment also covers cybersecurity measures, communications interoperability and early-warning systems for extreme weather events. The EBRD has invested approximately €1.1 billion through 114 projects in Montenegro, placing the new transport financing within a wider infrastructure and private-sector investment portfolio.
Procurement opportunities for technology and infrastructure suppliers
The project is expected to create procurement opportunities in areas including telecommunications, software integration, control centres, road sensors, meteorological equipment, tunnel systems, fibre networks and engineering supervision. A key implementation challenge will involve the integration of equipment and databases across multiple public institutions, rather than only the installation of individual technology systems. The digital transport programme is planned for the national road network, including systems designed to improve traffic management, information availability and operational coordination.
