A collaborative effort between wis.dom|bridge™ and Clarion Owners Engineer has resulted in the creation of a new initiative aimed at assisting Serbian exporters in navigating the complexities of the European Union’s Carbon Border Adjustment Mechanism (CBAM). This initiative is designed to enhance Serbia’s industrial compliance with evolving EU carbon regulations, which are becoming increasingly stringent.
As members of the International Association for CBAM (IACBAM), both organizations are committed to aligning industry practices with EU regulations while promoting knowledge sharing across various markets. The newly introduced “CBAM Knowledge Bridge” will serve as a structured platform that translates intricate EU regulatory requirements into actionable procedures for sectors significantly impacted by CBAM, including steel, cement, aluminum, fertilizers, and electricity.
With the EU advancing towards full financial implementation of CBAM, exporters are under mounting pressure to provide verified emissions data and establish compliance-ready production processes. The initiative aims to address these challenges by combining regulatory interpretation with practical engineering solutions.
The program will be spearheaded by wis.dom|bridge™, which will focus on developing frameworks for interpreting CBAM regulations, creating guidance protocols for exporters, and mapping compliance methodologies. Clarion Owners Engineer will contribute technical expertise through engineering-based emissions quantification and pre-verification support, ensuring companies are prepared for third-party verification in accordance with EU monitoring, reporting, and verification (MRV) standards.
Participating exporters will benefit from a range of resources, including:
- Structured CBAM reporting templates tailored to transitional and definitive phase requirements
- Engineering-based methodologies for emissions calculations integrated into production workflows
- Protocols for verification readiness that align with expectations from EU importers and third-party auditors
- Simulated compliance exercises reflecting real-world CBAM declaration scenarios and associated costs
A key feature of this initiative is the establishment of a knowledge hub in Serbia, which will serve as a permanent resource for training, certification preparation, and ongoing technical assistance. This hub will offer structured workshops, technical bootcamps, and industry-specific sessions focused on sectors most affected by CBAM obligations.
The program is not only beneficial for exporters but also aims to support a wider ecosystem that includes local engineering firms entering the CBAM value chain, industrial operators shifting towards carbon-accounted production methods, and financial institutions evaluating CBAM risks within their credit and investment portfolios.
By fostering local technical expertise and compliance capabilities, this initiative seeks to facilitate Serbian exporters’ adherence to EU requirements while minimizing operational challenges related to verification and reporting. The first phase of the program is anticipated to begin in the latter half of 2026, starting with pilot participants from key industrial sectors before expanding throughout Serbia’s export-oriented economy. There is also potential for replication across the Western Balkans.
As the CBAM evolves from a mere reporting obligation to a financial mechanism, exporters’ ability to adapt swiftly will be crucial for maintaining competitiveness in the European market. The CBAM Knowledge Bridge is strategically positioned to assist in this transition by linking regulatory demands with practical solutions focused on implementation.
The CBAM Knowledge Platform will also encompass initiatives in Montenegro and North Macedonia.
