Montenegro’s infrastructure and energy investment pipeline is increasingly centred on public companies and financial institutions with established access to European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB) financing.
EPCG, CEDIS, Monteput, Željeznička infrastruktura Crne Gore (ŽICG), CGES and the Development Bank of Montenegro form the core of this financing network, covering renewable energy, electricity distribution, transmission, roads, railways and business investment.
EPCG leads energy investment
EPCG is a major EBRD corporate client, with approximately €108 million in financing for its renewable-energy programme, including the first Gvozd wind project and a planned second phase.
EBRD also supports CEDIS in distribution-network modernisation, smart metering, SCADA systems and advanced distribution management. These investments support renewable integration and grid digitalisation, creating demand for engineering, supervision, commissioning and technical consultancy services.
Monteput advances motorway construction
Monteput is emerging as a leading infrastructure investment platform through the Bar-Boljare motorway section between Mateševo and Andrijevica.
EBRD has committed up to €200 million, while the construction contract signed in 2026 is worth close to €700 million. The programme also includes EU support and separate contracts for independent supervision and project implementation. Delivery requires extensive contract administration, geotechnical control, quality assurance and environmental and social monitoring.
Railways combine European financing
ŽICG is coordinating a multi-year railway rehabilitation programme supported by EIB, EBRD and EU grants.
The Bar-Golubovci section has a financing package of approximately €175 million, comprising €63 million from EIB and around €112 million in EU grants. Other railway projects also receive support through the Western Balkans Investment Framework. Investment opportunities cover track reconstruction, signalling, telecommunications, bridges, tunnels, electrification and railway safety systems.
CGES strengthens electricity infrastructure
CGES receives EBRD support for transmission lines, substations and network modernisation, including projects linked to the Lastva-Pljevlja corridor, Brezna substation and regional transmission reinforcement.
Its infrastructure is essential for integrating additional wind and solar capacity, strengthening cross-border electricity trading and supporting Montenegro’s connection with Italy through the submarine interconnector.
Development Bank channels EIB funding
The Development Bank of Montenegro, formerly the Investment and Development Fund, has received more than €500 million in EIB financing through successive programmes. The institution channels funds towards SMEs, mid-cap companies, energy efficiency, renewable energy and other investments, supporting industrial decarbonisation, environmental compliance and business competitiveness.
The combined programmes highlight the importance of institutional and engineering capacity in converting European financing into completed infrastructure. EPCG/CEDIS, Monteput, ŽICG and CGES remain central to the IFI-backed infrastructure pipeline, while the Development Bank serves as a key platform for financial intermediation.
