The Montenegrin government is preparing a significant investment cycle exceeding €53 million aimed at revitalizing the municipality of Berane. This initiative, outlined by Zoran Dabetić, State Secretary in the Ministry of Ecology, Sustainable Development and Northern Development, is seen as a crucial step to stimulate economic activity in the northern region of Montenegro. The government emphasizes the importance of expediting project implementation to foster regional growth.
The investment portfolio encompasses a wide range of infrastructure and public service projects intended to enhance the economic landscape, municipal services, and environmental management in Berane. Authorities have prioritized launching tender procedures promptly to ensure that construction and procurement activities commence without delay.
Key projects within this investment cycle include the construction of a new bridge over the Lim River, which is expected to enhance transport connectivity and urban mobility. Additionally, upgrades to water supply infrastructure are planned, including the digitalization of the water management system to improve efficiency and reliability in municipal services.
Another critical component of the investment programme focuses on environmental and waste management infrastructure. Plans include establishing a recycling yard with a sorting facility aimed at modernizing waste processing capabilities and aligning local environmental practices with European standards. The initiative also involves further regulation and landscaping of the Lim riverbank, continuing previous urban development efforts along this corridor.
Social infrastructure projects are also part of the government’s agenda. A new kindergarten and an access road are planned to enhance early education capacity and improve urban mobility. Furthermore, healthcare infrastructure will receive attention through the acquisition of a hyperbaric chamber for the local hospital, which could significantly enhance treatment options for specific medical conditions.
Additional initiatives funded through the national capital budget are set to benefit Berane and its surrounding areas. These include projects such as the Buče water supply system, Daspiće–Zagrad water supply project, regulation of the Makva river, and continuation of the city bypass road. Urban development efforts will also address constructing a new municipal market, reconstructing Luška Street, and improving roads on the Budimlja route.
Officials believe that implementing this investment package could have widespread economic implications for Berane and the broader northern region. Enhancements in transportation, municipal utilities, and public services are anticipated to improve living conditions while creating a more favorable environment for investment and business activities. This programme is particularly significant given the persistent regional economic disparities between Montenegro’s coastal areas and its economically challenged northern municipalities.
The ministry has also indicated that additional funding through European programmes will be available. Under the IPA operational framework for 2024–2027 and resources from the Adaptation Fund, further investments are anticipated in environmental protection, climate resilience, and sustainable development projects throughout northern Montenegro. These initiatives aim to complement national capital expenditures and bolster long-term regional development strategies.
The development of Berane is part of a broader governmental strategy to mitigate regional economic disparities while enhancing economic activity across northern municipalities. The success of this €53 million investment cycle will be viewed not only as a local infrastructure project but also as a critical test case for broader policies aimed at promoting balanced territorial development throughout Montenegro.
If executed as planned, this programme has the potential to significantly upgrade municipal infrastructure, enhance environmental protection systems, and improve public services in Berane while fostering stronger economic growth in one of Montenegro’s key northern urban centers.
