Montenegro has approved a restructuring of €10.45 million in obligations incurred by the Municipality of Ulcinj under a delayed KfW-backed water and wastewater programme. The arrangement covers €2.69 million in outstanding obligations and €7.76 million of undrawn credit, with the repayment schedule being adjusted rather than the debt being forgiven.
Ulcinj received €20 million under a broader €36 million KfW facility allocated to Phase V of the coastal water and wastewater programme. The municipality was scheduled to begin repayments, but financial pressure and slower-than-planned project implementation affected its ability to meet the original repayment schedule. The restructuring is intended to ease near-term pressure on the municipal finances while maintaining the underlying infrastructure programme.
Water and wastewater infrastructure is linked to tourism and property development in Ulcinj, including planned large-scale hotel and residential projects. The municipality has development potential around Velika Plaža, where reliable utility infrastructure is required for such projects. The restructuring also reflects a financing issue that can arise when infrastructure projects supported by international financing are delayed. Concessional financing can still create repayment obligations before the related infrastructure becomes fully operational, leaving municipalities responsible for debt while the expected economic benefits of the investment have yet to materialise.
Under the revised arrangement, that timing gap is reduced, while the remaining project works still need to be completed and the unused financing drawn efficiently. As Montenegro gains access to larger pools of EU and international financial institution funding, project preparation and municipal implementation capacity will remain relevant to the execution of infrastructure investments.
