The Ministry of Energy and Mining has launched a concession tender for the Možura–Orlovo technical-construction stone deposit in the municipality of Bar, with offers due by 16 July 2026. The deposit has estimated reserves of approximately 1 million cubic metres, with a concession period of up to 30 years.
The tender requires minimum annual production of 20,000 cubic metres of hard rock, equivalent to around 30,000 cubic metres of processed aggregate. The estimated production value of the concession is approximately €15.05 million, or an average of around €519,000 annually. The minimum total concession fee is estimated at approximately €1.05 million, equivalent to about €36,330 per year. Demand for the material is expected to come from residential construction, tourism facilities and infrastructure projects in the Bar–Ulcinj corridor.
Construction demand increases need for domestic aggregates
The tender reflects rising demand for construction materials linked to Montenegro’s infrastructure and development activity, while reducing the need for long-distance transport of aggregate. At the same time, the proposed Skrbuša quarry in Kolašin has highlighted challenges related to the approval and development of extraction projects.
Skrbuša quarry faces local objections
The Kolašin municipality has requested that the state suspend the Skrbuša quarry tender, which concerns estimated reserves of approximately 2 million cubic metres and a potential concession period of up to 30 years. The Ministry of Energy and Mining has stated that the material is strategically important for the next motorway section and other capital projects. Municipal representatives and residents have raised objections related to environmental protection, planning issues and local development considerations.
Quarry investments require broader project conditions
The development of quarry projects increasingly depends on factors beyond obtaining extraction rights. Investors must consider infrastructure access, including roads, as well as noise and dust management, water protection measures, rehabilitation obligations, community engagement and alignment with tourism and protected-area objectives.
