Montenegro has entered a strategic partnership with Presight, an artificial intelligence company based in Abu Dhabi, to enhance its national digital transformation efforts. This collaboration marks a significant move towards increasing Gulf influence in Southeast Europe and aligns with Montenegro’s goal of establishing itself as a digitally integrated economy in the Adriatic region.
The memorandum of understanding, signed by Presight and Montenegro’s Ministry of the Interior, aims to create a nationwide AI-enabled “Smart Nation” platform. This initiative will integrate various urban infrastructures, public safety systems, environmental monitoring, and emergency response mechanisms into a cohesive operational framework.
Prime Minister Milojko Spajić discussed this initiative during his visit to Presight’s headquarters in Abu Dhabi, emphasizing Montenegro’s vision for intelligent infrastructure and AI-enhanced public administration. The project represents one of the most ambitious digital governance initiatives undertaken by Montenegro to date.
The planned system will utilize real-time data across multiple sectors, including traffic management, emergency services, and public safety infrastructure. It is designed to facilitate predictive analytics and automated decision-making across various state and municipal agencies.
This model reflects similar “Smart Nation” frameworks being implemented in Gulf states and other emerging markets, where AI technologies are integrated into public sector management. Presight has established itself as a key player in the UAE’s AI infrastructure landscape, focusing on government applications and urban management.
Montenegro’s agreement with Presight positions it within a growing network of Gulf-backed AI initiatives spanning Africa, the Middle East, and Europe. The company has recently engaged in similar agreements with governments in Côte d’Ivoire, Gabon, and Burkina Faso.
This partnership aligns with Montenegro’s Digital Transformation Strategy 2022–2026, which prioritizes digital infrastructure as critical to modernization. The strategy highlights the importance of AI, digital public services, and data integration as essential components for the country’s development.
As Montenegro seeks to diversify its economy beyond tourism, enhancing technology infrastructure and digital services is crucial for improving competitiveness and public service delivery ahead of EU accession. Digital governance is increasingly viewed as a means to boost institutional credibility and operational efficiency.
The implementation of this partnership will occur in three phases: conducting a national feasibility study, mapping existing data systems and infrastructure, and developing a detailed implementation roadmap. Planned applications include intelligent traffic management systems and integrated emergency response coordination.

Montenegro’s collaboration with Presight not only aims to attract international investment but also reinforces its ambition to be seen as a progressive small state within the region. However, challenges remain regarding the capacity for implementation.
