Montenegro’s Ministry of Public Works has launched three procurement procedures worth a combined €8.08 million excluding VAT for wastewater and snowmaking infrastructure at the Kolašin 1450 and Kolašin 1600 mountain resorts. The tenders focus on sewage systems and artificial snow production facilities, with offers due by 14 August 2026.
Wastewater projects planned for Kolašin resorts
At Kolašin 1600, the planned investment includes the design and construction of foul-water and stormwater drainage infrastructure. The estimated value of the contract is €1.165 million excluding VAT, or approximately €1.41 million including tax. At Kolašin 1450, the Ministry plans construction of a central sewage collector with an estimated value of €710,000 excluding VAT, equivalent to around €859,100 including tax.
The two wastewater-related contracts have a combined estimated value of €1.875 million before VAT. The amount does not include separate costs related to design review and construction supervision.
Snowmaking infrastructure forms largest investment component
The largest part of the programme is related to the construction of reservoirs and pipelines for artificial snow production at Kolašin 1600. The contract will follow a design-and-build model, with one contractor responsible for both detailed design and construction activities.
The investment is intended to reduce the ski centre’s dependence on natural snowfall and address the impact of changing winter conditions on mountain tourism operations. Snowmaking systems require suitable temperature and humidity conditions and do not eliminate weather-related risks. They can reduce delays in opening ski slopes and help maintain parts of the resort during periods with limited natural snowfall.
Infrastructure development linked to tourism capacity
The projects address infrastructure requirements connected with the expansion of tourism facilities in northern Montenegro. New accommodation capacity around Kolašin has developed faster than some supporting municipal infrastructure, creating a need for additional wastewater systems and related services.
The development of reliable wastewater collection infrastructure is intended to support tourism activity while addressing environmental, operational and permitting requirements in the Bjelasica area. The published tender amounts represent the initial infrastructure investment framework. Final costs may be affected by design adjustments, mountain terrain conditions, access requirements, construction supervision, electricity connections and the future integration of sewage collectors with treatment facilities.
The planned public investment is intended to support existing tourism assets in Kolašin, while the sector continues to depend on longer visitor seasons, stronger summer tourism activity and improved transport connectivity.
