Montenegro has initiated a €2.4 million public procurement programme to reconstruct and rehabilitate local roads in Bijelo Polje, with the Ministry of Public Works estimating the contract at €1.98 million excluding VAT. The tender adds another infrastructure project to the country’s northern regional-development investment pipeline. The programme will cover local and unclassified roads, with planned works including road-foundation rehabilitation, drainage improvements and asphalt construction.
The selected contractor will have 90 calendar days to complete the works following formal introduction to the site. Bids must be submitted, and no contractor has yet been selected. Although smaller in financial scale than Montenegro’s motorway and national-road projects, the programme addresses infrastructure used by agricultural producers, small businesses, forestry operators, manufacturers and rural communities across the municipality.
Inadequate road conditions can increase transport expenses and restrict market access, particularly for businesses operating beyond Bijelo Polje’s urban centre. Improvements to local connections are therefore part of broader efforts to strengthen economic activity in northern Montenegro. The government is also seeking to attract investment in tourism, agriculture, renewable energy and manufacturing, while improving connections between smaller municipalities and national transport corridors.
The tender is expected to create work opportunities for regional construction companies, asphalt producers, quarry operators and suppliers of drainage systems and civil-engineering services. Its 90-day implementation period could allow expenditure to move into physical works relatively quickly after the procurement process is completed. Delivery will depend on the effectiveness of the tender and subsequent project implementation. Montenegro has experienced delays across parts of its capital-investment programme because of weak project preparation, unsuccessful tenders and administrative bottlenecks.
Completing the Bijelo Polje procurement on schedule would move the investment from the allocation and tender stages into construction, supporting improvements to the road network used by local businesses, workers and agricultural producers.
