Montenegro has expanded anti-money-laundering supervision of gambling companies, with more inspections and financial penalties increasing the compliance requirements facing operators. The Finance Ministry said authorities had carried out 12 AML inspections, against an initial plan for five, and imposed €99,000 in penalties. A total of 20 inspections are scheduled through the end of 2026.
Finance Minister said gambling companies that fail to comply with legal and transparency requirements could face the strongest available measures, including loss of concessions.
The expanded inspection programme places greater emphasis on enforcement of existing requirements. Gambling operators process substantial volumes of financial transactions and customer activity, making customer identification, transaction monitoring and suspicious-activity reporting key elements of their compliance obligations. More intensive supervision is also increasing demand for AML software, compliance personnel, customer-due-diligence systems, transaction-monitoring tools and independent compliance reviews. For smaller gambling companies, these requirements can increase fixed operating costs. Businesses that depend extensively on manual controls may require additional staff and automated systems capable of producing compliance records promptly during inspections.
The financial consequences can extend beyond penalties. Where repeated AML breaches put a concession at risk, inadequate controls can affect the value of an entire gambling business rather than only its annual compliance expenditure.
This can also affect sector transactions, as buyers and lenders may place greater weight on historical compliance records when conducting due diligence. Montenegro has continued tightening regulation of the gambling industry through licensing, taxation and financial controls. The latest inspection figures place AML compliance among the sector’s immediate operating requirements, with regulatory controls increasingly linked to the continued holding of gambling concessions.
