Montenegro is moving toward a new framework for critical infrastructure resilience, with proposed legislation potentially creating demand for business-continuity planning, risk assessment, security engineering and related services. The Law on Critical Infrastructure Resilience entered parliamentary procedure, following earlier consultations. The proposed framework would broaden the approach to protecting essential infrastructure by addressing operational continuity alongside physical security.
Potentially affected sectors extend beyond conventional utilities and may include parts of food production, distribution, transport, healthcare and other essential services. For companies designated as critical, compliance could involve more systematic reviews of operational dependencies, suppliers, backup capacity and emergency-response arrangements.
This could create demand for business-continuity consultants, physical-security specialists, backup systems, emergency exercises, supplier-risk mapping and resilience engineering. Cybersecurity would form part of the framework, while the proposed resilience requirements would also address disruptions that can affect operations without compromising IT systems.
Events such as flooding, equipment failure, supply-chain disruption and the loss of key facilities can interrupt essential services even when digital infrastructure remains operational. Critical operators could therefore be required to identify single points of failure, alternative suppliers and minimum operating capacity before disruptions occur. For engineering and advisory companies, the resulting work could generate recurring demand because risk assessments, emergency plans and resilience testing require regular updates.
The eventual commercial impact will depend on which companies are formally classified as critical and how quickly the implementing rules are adopted. The proposed framework would shift Montenegro toward requiring essential operators to demonstrate their ability to maintain operations during disruptions, expanding the potential role of resilience-related professional services.
