Montenegro’s instant-payment infrastructure accounted for 9.78% of all payment orders processed through Central Bank systems in August 2026, its first full month of operation, while representing 2.06% of total transaction value. The figures indicate that real-time transfers are initially being used more heavily for smaller and more frequent payments than for larger corporate transactions.
All 11 banks in Montenegro participate in the system, which is available 24 hours a day, seven days a week. Electronic instant payments of up to €200 can cost a maximum of €0.05, providing a low-cost option for smaller transfers. Real-time settlement also creates opportunities for services built around the payment infrastructure, including merchant QR payments, automated invoicing, instant business payouts, embedded payments and peer-to-peer transfers. For merchants, account-to-account payments could serve as an alternative to card payments in some situations, particularly where transaction costs are lower.
Small businesses could also benefit from immediate settlement by receiving funds outside conventional banking hours instead of waiting until the following business day. Software companies can integrate instant payments with accounting and invoicing platforms, enabling customers to settle invoices immediately and allowing businesses to reconcile payments automatically.
Fintech providers can similarly develop user interfaces and specialised services around the existing banking infrastructure without having to build the underlying payment rails themselves. The next challenge is customer experience.
Cards remain familiar and convenient for users, meaning account-based instant payments will require similarly simple interfaces to achieve broader adoption among merchants. The August figures provide an early indication that Montenegro’s new instant-payment infrastructure is already being used at meaningful scale. With all 11 banks connected, the next stage of development will depend on the number of commercial services that can be built around transactions settling within seconds.
