The Turkish Chamber of Commerce in Montenegro has underscored the critical role of ongoing and transparent communication between governmental institutions and the business sector as essential for fostering a favorable investment climate. This dialogue is seen as vital for boosting investor confidence and supporting economic growth. Recent discussions involved representatives from Turkish businesses and officials from Montenegro’s Ministry of Internal Affairs, addressing administrative hurdles, legislative reforms, and procedural challenges that impact both foreign investors and expatriate entrepreneurs.
During these talks, Turkish business leaders expressed their commitment to enhancing direct communication with policymakers to tackle structural issues and collaboratively develop sustainable solutions aimed at making Montenegro a more attractive investment destination. Montenegrin officials highlighted that the economic relationship with Turkey is grounded in mutual trust and a strong history of collaboration, evidenced by foreign direct investment inflows surpassing €870 million in 2025, with Turkish investors contributing approximately 15% of this total. The discussions also touched on recent trends in migration and residency among foreign entrepreneurs, indicating Montenegro’s growing significance as a hub for international business activities in the region.
Both government representatives and private sector stakeholders concurred that advancing reforms, streamlining administrative processes, and maintaining open communication channels are crucial for building trust, enhancing investment flows, and strengthening economic ties between Montenegro and its key partners. The Turkish Chamber announced plans for a series of high-level meetings throughout the year to sustain progress in this institutional-business dialogue and to exchange best practices for regulatory improvements.
