Montenegro is accelerating its transport infrastructure modernization efforts, viewing these initiatives as essential to its European Union accession strategy. The government is focusing on coordinated investments in road, rail, and multimodal connectivity to align national transport systems with EU standards and enhance regional integration.
The European Investment Bank (EIB Global) has committed €80 million to reconstruct around 120 kilometers of key roadways, aiming to improve safety, reduce travel times, and boost economic activity in sectors such as tourism, agriculture, and local commerce. This funding is supplemented by a co-financing agreement with the European Bank for Reconstruction and Development (EBRD), highlighting the strong international backing for Montenegro’s infrastructure development. Completed sections, particularly in the northern region, are already reported to enhance connectivity between northern, central, and southern parts of the country.
In addition to road improvements, rail modernization is a critical aspect of Montenegro’s transport strategy. Authorities are prioritizing upgrades to the Bar–Podgorica–Vrbnica line, which serves as a vital route for both passenger and freight transport. This initiative is supported by €76 million in EU grants and loans from EIB Global, along with technical assistance aimed at rehabilitating track infrastructure, bridges, and tunnels. These enhancements are expected to significantly improve rail reliability and facilitate multimodal integration within broader European transport networks.
As Montenegro continues its EU accession negotiations—having achieved candidacy status and currently undergoing screening and negotiation chapters—these transport investments serve a dual purpose. They not only address pressing infrastructural challenges but also demonstrate Montenegro’s commitment to aligning with EU transport and cohesion objectives. Improved road and rail connections, along with modernization efforts in port and air transport, position Montenegro as a more integrated gateway within the Western Balkans and towards the wider European Union.
