The Road Administration’s program for the construction, reconstruction, maintenance, and protection of state roads for this year foresees spending 72.77 million euros on regular and investment maintenance, reconstruction, and construction of main and regional roads.
Securing financial resources for the implementation of planned works according to the established schedule is of crucial importance for improving road infrastructure and traffic safety on Montenegro’s main and regional roads, the program states.
According to the document, 12.99 million euros from the current state budget have been allocated for financing regular road maintenance and protection works in 2025.
The quality of regular road maintenance has a significant impact on the efficiency of transport and traffic safety. For this purpose, operational road maintenance plans are prepared, defining the necessary funds, quantities and types of works, and deadlines for each road section. Dynamic plans form an integral part of these operational plans. For the winter period, a winter service plan is drawn up. Regular maintenance covers the upkeep and protection of main and regional roads during both winter and non-winter periods, as well as maintaining access to tourist centers in the winter season, the document explains.
From the Capital Budget of Montenegro, 59.78 million euros will be allocated this year for construction, reconstruction, and investment maintenance of main and regional roads.
Within the sub-program for the reconstruction of main and regional roads, 47.8 million euros are planned for specific projects. An additional 5.2 million euros are allocated for projects addressing bottlenecks in Montenegro’s road network. For the repair of bridges, landslides, and slopes, 6.73 million euros are foreseen.
According to the sources of revenue for the implementation of the 2025 Road Administration program, 12.99 million euros will come from the current state budget, 59.77 million euros from general revenues of the capital budget, seven million euros from loans (one million euros from the European Bank for Reconstruction and Development and six million euros from the European Investment Bank), and one million euros from donations provided by China.
