Montenegro has officially adopted a national program aimed at fostering the development of green hydrogen, marking a significant move towards a hydrogen-based energy future. This initiative, spearheaded by Zorana Sekulić, the acting Director of the Directorate for Oil and Gas at the Ministry of Energy and Mining, includes a comprehensive action plan set for 2026 to 2028. The program positions hydrogen as a pivotal element in the country’s energy transition strategy.
The finalized program, which emerged from public discussions and an earlier draft completed in late 2025, articulates Montenegro’s strategic vision for green hydrogen. It identifies sectors where hydrogen can deliver substantial economic and environmental advantages. Although large-scale hydrogen deployment is not anticipated in the short term, the government emphasizes a gradual approach that focuses on establishing regulatory and institutional frameworks before initiating pilot projects within the outlined action plan.
Officials involved in the program’s formulation have acknowledged that Montenegro currently lacks the necessary industrial capacity for extensive commercial hydrogen usage. Therefore, initial efforts will concentrate on sectors facing significant decarbonization challenges, such as road and maritime transport and public transit, where alternatives to hydrogen are either limited or less effective. The role of hydrogen in balancing energy systems is also highlighted, particularly as the country increases its reliance on renewable energy sources like wind and solar.
The action plan details steps to create a robust regulatory framework, enhance institutional capabilities, develop specialized educational programs, and bolster regional and international collaboration. Montenegro aims to be prepared for the integration of hydrogen technologies as they become commercially viable, avoiding premature deployment that could outpace infrastructure development and market readiness.
Research institutions in Montenegro, including faculties at the University of Montenegro, are actively engaged in hydrogen-related studies, focusing on storage technologies and alternative fuels. This academic involvement supports the broader goal of cultivating a skilled workforce to drive domestic advancements in hydrogen innovation.
Key regional initiatives, such as the Adriatic-Ionian Pipeline (IAP) project, are recognized as vital infrastructure developments that could facilitate both hydrogen and natural gas transport, thereby connecting Montenegro with emerging European hydrogen networks. Securing strategic project statuses and aligning with EU network development plans are essential for enhancing Montenegro’s position within the broader energy transition framework.
The environmental assessment associated with the program suggests that advancing green hydrogen aligns with Montenegro’s climate objectives. Benefits anticipated include reductions in greenhouse gas emissions and improvements in air quality, contingent upon adherence to stringent environmental standards during construction and implementation.
While hydrogen development is still in its nascent stages in Montenegro, the government’s proactive approach signals a commitment to participating in what is increasingly viewed as a fundamental element of decarbonized energy systems across Europe and beyond.
