The redevelopment of the Korali hotel complex in Sutomore has progressed to a new administrative stage after Montenegro’s Ministry of Spatial Planning issued urban-technical conditions for the site. The issued conditions enable HTP Trend Korali to begin preparing the technical documentation required for the construction of a new hotel within the complex. According to the planning conditions, the proposed hotel may include a ground floor and up to six upper floors and must meet a minimum four-star classification.
The issuance of urban-technical conditions does not constitute a construction permit. Before construction can begin, the investor must complete the project design, obtain all required approvals, demonstrate compliance with planning and environmental regulations, and secure construction authorisation. The Korali site remains a strategically important tourism location in Sutomore, a destination known for one of Montenegro’s best-known beaches and a large private accommodation sector, while offering comparatively limited modern hotel capacity relative to Budva, Tivat and parts of the Bay of Kotor.
A new four-star hotel would expand higher-category accommodation capacity and provide facilities suitable for conferences, sports groups, wellness programmes and tour operator contracts alongside traditional leisure tourism. The redevelopment project will also require supporting infrastructure, including adequate parking, utility connections, road access, public spaces, beach management and integration with the surrounding urban environment.
Sutomore experiences significant seasonal congestion, making transport infrastructure, water supply and waste management important considerations alongside any increase in accommodation capacity. Hotel development also requires substantial upfront capital investment and typically depends on a combination of investor equity, bank financing and an operational business plan.
The next stages of the project include completing the technical documentation, submitting permit applications, selecting a contractor and securing financing before construction can commence. The redevelopment of the Korali complex has the potential to become one of the more significant hotel investments in the Municipality of Bar if the project advances from the planning phase to completion.
