The Municipality of Budva has collected approximately 57 per cent of its record €79 million annual budget during the first half of the year, with further tourism-related revenues expected during the peak summer season.
Budget inflows from personal-income tax and local surtaxes were around 7–8 per cent higher than in the same period of 2025, while revenues from property tax and property-transfer tax also exceeded last year’s comparable level.
Municipal Budget Revision Under Consideration
The municipality is considering a positive budget revision as increased activity during the July-August tourism season is expected to raise tourism-linked revenues. Budva’s revenue structure remains dependent on seasonal and property-market activity, with significant contributions coming from real estate transactions, tourism operations, communal charges and construction-related fees.
Three Infrastructure Contracts Exceed €30 Million
Budva has awarded three infrastructure contracts with a combined value of more than €30 million. Bemax received a €7 million contract for road rehabilitation works covering sections of the Adriatic Highway and the streets of Žrtava fašizma and Kanjoša Macedonovića.
A consortium consisting of Serbia’s Gemmax Gradnja and Montenegro’s Viamont was awarded an €18 million contract for construction of a new road across the Grđevica river corridor. The same consortium also secured a separate €5.5 million contract for the construction of two prefabricated parking garages.
Housing Support Programme Allocates €500,000
The municipality has separately allocated approximately €500,000 for tenant support and subsidies related to housing-loan costs for younger residents. The programme is aimed at supporting residents affected by rising rental and property prices linked to tourism demand and foreign investment activity in the coastal real estate market.
