The Kapino Polje B1 solar project near Nikšić has received environmental approval, marking progress in Montenegro’s renewable energy development pipeline as the project moves from planning toward implementation.
The solar facility is planned with a capacity of approximately 11.4 MWp, expected annual electricity production of around 15.5–15.8 GWh, and a project area covering about 16 hectares. Although the project’s scale is limited compared with larger regional developments, its progress represents a practical step in Montenegro’s transition from renewable energy plans toward approved projects.
Permitting Becomes Key Stage for Solar Development
Solar projects in smaller markets often face delays between initial announcements and construction due to challenges related to land availability, environmental assessments, grid connections, municipal coordination and financing.
Kapino Polje B1 provides an example of how renewable projects can move through these stages. Progress through further development phases could create a framework for similar solar investments in Montenegro. The project’s environmental approval is a significant step, as renewable energy development requires detailed consideration of land use, biodiversity, drainage systems, visual impacts and communication with local communities.
Nikšić Location Supports Energy Development Potential
The Nikšić area provides several characteristics relevant for solar investment, including industrial heritage, available land, grid importance and connections with broader energy and economic planning. Projects located near existing infrastructure can benefit from easier access, simpler maintenance requirements and potentially more efficient grid connections compared with developments in remote locations. The Kapino Polje project also connects renewable energy development with the potential redevelopment of industrial areas rather than focusing only on standalone electricity generation.
Medium-Sized Solar Projects Build Investment Capacity
The expected annual production of 15.5–15.8 GWh highlights the role of medium-sized solar facilities in Montenegro’s energy system.
Individual projects of this size do not significantly change the national electricity balance, but a larger portfolio of similar developments can contribute to:
- reducing electricity imports,
- increasing domestic generation,
- improving daytime electricity supply,
- and building experience in project permitting, construction and operations.
For EPCG and other developers, the ability to replicate successful projects is considered as important as the capacity of individual facilities.
Financing and Future Storage Requirements
Medium-sized solar projects can attract financing from local banks when permits, grid access and revenue expectations are clearly defined. They can also be combined into larger investment portfolios suitable for institutional investors. Montenegro requires both smaller-scale projects that strengthen implementation capacity and larger developments capable of attracting strategic capital.
As solar capacity increases, the role of energy storage, flexible hydropower management and demand management systems will become increasingly important. While early solar facilities can operate without extensive storage solutions, future projects will need to consider electricity dispatch capability and broader system value from the initial planning stage. The Kapino Polje B1 project represents a step in Montenegro’s renewable energy development by demonstrating the transition of a solar initiative from concept to a permitted asset.
