Montenegro has engaged Hungary’s 4iG Group for the development of a state-owned data center, a significant step in enhancing the country’s digital infrastructure. This initiative is part of broader ICT projects aimed at bolstering technological capabilities and represents a strategic expansion for 4iG in the region.
This project falls under an intergovernmental cooperation framework established between Hungary and Montenegro in July 2025, which seeks to accelerate digital transformation and foster industrial collaboration in the ICT sector.
Central to this initiative is the construction of a TIER III-certified national data center, which will be designed and operated by 4iG’s international digital infrastructure division. The facility is expected to function as a critical backbone for government data storage, digital services, and secure infrastructure necessary for public administration.
While specific investment amounts for the data center remain unfinalized, the overall budget for related ICT projects—including initiatives for law enforcement digitalization—exceeds €54 million. Additional financing options are currently being assessed by a collaborative working group.
4iG’s involvement extends beyond mere construction; the company will provide comprehensive system integration, equipment procurement, installation, training, and long-term operational support. This positions 4iG as a strategic technology partner to the Montenegrin government rather than simply an engineering, procurement, and construction (EPC) contractor.
This project marks a significant milestone for 4iG as it represents the company’s first large-scale international government contract in the digital infrastructure domain. This shift indicates its evolution from a domestic telecom and IT provider to a regional player in digital infrastructure.
From a regional perspective, this development mirrors a broader trend in Southeast Europe where governments are increasingly investing in sovereign data infrastructure. Such investments are essential to support e-government services, meet cybersecurity requirements, and align with EU data localization strategies.
4iG has already established a presence in Montenegro through its telecom subsidiary One Montenegro, which has been involved in 5G rollout and network modernization since 2021. The new data center project will expand its role from connectivity services to core digital infrastructure and data-layer services.
The implications of this development for Montenegro are significant. A state-grade data center will provide enhanced control over sensitive data, improve resilience of digital services, and position Montenegro as a potential regional micro-hub for data processing. This aligns with EU accession requirements that increasingly prioritize cybersecurity, interoperability, and robust digital governance standards.
The project is currently in its preparatory phase, with investment structuring, timelines, and ownership details still under negotiation. However, the initiation of formal cooperation and design processes indicates a decisive move towards execution, placing Montenegro among Southeast European countries that are institutionalizing national digital infrastructure as a strategic asset class.
