Foreign visitors accounted for 91.62% of tourist arrivals and 94.73% of overnight stays in Montenegro during the first half of 2026, according to preliminary data published by the Central Bank of Montenegro. International arrivals increased 6.18% year on year, while foreign tourists recorded 6.86% growth in overnight stays. Domestic visitors represented fewer than one in ten arrivals and slightly more than one in twenty overnight stays.
The figures show the extent of Montenegro’s reliance on international demand as a major component of its tourism economy.
International Demand Dominates Tourism
The strong share of foreign visitors provides Montenegro with external tourism revenue and supports activity across accommodation, restaurants, retail and transport. International demand also contributes to demand for investment in real estate and infrastructure within the tourism economy.
At the same time, the concentration of tourism activity among foreign visitors leaves the sector exposed to factors outside Montenegro’s direct control. Air connectivity, visa requirements, household confidence in key source markets, geopolitical disruptions and competition from other Mediterranean destinations can all affect foreign visitor demand. Changes in access to Montenegro or demand from a major foreign market can consequently influence accommodation occupancy, restaurant turnover and seasonal employment along the coast.
Visitor Data Provide Limited Market Detail
The preliminary figures do not include a breakdown of visitors by source country or information on tourist spending. As a result, the increase in arrivals and overnight stays does not indicate whether Montenegro is broadening its international source markets, attracting tourists with higher spending levels or becoming more dependent on a limited number of countries.
Visitor numbers also do not provide a direct measure of tourism-sector profitability. Total overnight stays increased 6.47% in the first six months of 2026, but overnight stays in collective accommodation grew by only 1.55%. A significant share of the overall increase came from private accommodation, where pricing, registration and tax compliance can be more fragmented.
Exposure to External Tourism Conditions
The structure of demand places greater importance on the resilience of Montenegro’s foreign tourism markets. The policy focus consequently includes the composition of source markets, transport capacity, municipal infrastructure and the measurement of visitor spending, alongside the number of arrivals and overnight stays.
Montenegro recorded almost one million tourist arrivals during the first six months of 2026, before the main part of the summer season is fully reflected in the statistics. The results confirm the dominant role of international visitors in Montenegro’s tourism activity, with foreign tourists accounting for more than 94% of all overnight stays during the period.
