The European Bank for Reconstruction and Development (EBRD) has approved a €30 million sovereign loan to support the introduction of intelligent transport systems (ITS) across Montenegro’s national road network. The financing will move Montenegro towards integrated road network management by funding digital infrastructure, traffic monitoring systems and transport data platforms.
Loan Structure and Implementation Framework
The €30 million facility has a 15-year maturity period, including a three-year grace period. The loan carries a variable interest rate based on six-month Euribor plus a 1 percentage-point margin. The borrower is the Ministry of Finance, while implementation of the programme will be carried out by the Ministry of Transport together with Monteput and the Transport Administration. The project will require coordination between multiple entities responsible for motorways, tunnels and state roads, including operational responsibilities, maintenance planning and cybersecurity requirements after the systems are installed.
Digital Equipment and Traffic Management Infrastructure
The EBRD financing will cover the deployment of a range of transport technologies, including traffic and meteorological sensors, tunnel-control systems, incident detection equipment, hazardous-material monitoring, variable road-user information systems, communication networks and national centres for traffic management and transport data.
The programme includes systems integration, roadside equipment, fibre and wireless communications infrastructure, specialist software, control-room technology, cybersecurity solutions, testing, employee training and long-term maintenance activities.
Support for Tourism and Logistics Connectivity
The intelligent transport systems programme is expected to support traffic management on key corridors connecting Podgorica, the Montenegrin coast, the Port of Bar and northern municipalities. Real-time traffic information and improved incident response systems are particularly relevant for tourism and logistics flows, while meteorological monitoring will support road management on mountain routes affected by snow, landslides and extreme rainfall.
Link with Future Motorway Development
The investment is also connected with preparations for the 10.5-kilometre Smokovac–Tološi section of the Bar–Boljare motorway. The digital systems planned under the programme are intended to allow future motorway sections to be integrated into the platform without major replacement of the central system.
