The European Bank for Reconstruction and Development (EBRD) has reported a significant milestone in its operations within Montenegro, with a total investment of €215 million allocated across 18 projects in 2025. This marks the highest annual investment volume and project count since the bank began its activities in the country over ten years ago.
Approximately 47% of the total investments were directed towards initiatives that support Montenegro’s green transition, emphasizing a commitment to building a more sustainable and climate-resilient economy. Additionally, around two-thirds of the projects included components aimed at promoting gender equality and economic inclusion, highlighting the bank’s objective to broaden access to economic opportunities.
The investment program encompassed various strategic sectors, including transport infrastructure, renewable energy, and the digitalization of the electricity distribution network. Notably, a significant portion of the funding was allocated to the €200 million financing for the Mateševo–Andrijevica section of the Bar-Boljare highway. This project is anticipated to enhance regional connectivity, stimulate tourism and trade, and drive economic development, particularly in northern Montenegro.
Beyond direct financing, EBRD also facilitated an additional €15 million from co-financiers, which extends the impact of its investments in priority sectors throughout Montenegro. This collaborative approach aims to maximize the effectiveness of its initiatives and bolster economic growth.
EBRD officials have underscored that this record level of investment reflects the bank’s ongoing commitment to supporting Montenegro’s green transition and enhancing its economic resilience. Furthermore, it reinforces the country’s integration into wider European economic and institutional frameworks.
